The muddled and inadequate response of the authorities in the United Kingdom to the COVID-19 pandemic suggests — if we put a charitable interpretation upon what has happened — that before the pandemic they fell into the trap of preparing not for the next war but for the last war or for wars which were never going to take place. We may hope, but we should not be optimistic, that they will have prepared better for whatever now turns out to be the next war.
